This is known as offshore business. The primary objective of offshore business is to reduce costs. Many call centers and certain development centers have been transferred mainly to China and more recently to India or Vietnam. Local enterprises in these countries are making efforts to expand offshore businesses by providing low-cost labor and training of professionals. New industrial parks are added with advanced ICT and well-designed infrastructure. On the other hand management of the increasing offshore businesses faces the issue of cross-cultural communication in business. In addition, the violation and abuse of the protection of intellectual property are increasing the business risk. Vietnam is seen to be increasing its potential as the new base of offshore business. Its population of 84 million is expected to surpass that of Japan by 2020. Local enterprises, universities and the government are cooperating together to train advanced information engineers.
