The challenges of low fertility and population aging are undeniable such as how the nation will support the growing percentage of frail elderly whose families cannot be the primary caretaker. Care of the elderly has traditionally been the responsibility of the family rather than the state. But considering the growing elderly ratio and the shrinking younger population, and that more women are entering paid work, the family-based care model cannot sufficiently meet this demand.
