| 抄録 | 中国経済の高度成長を支えた農村出稼ぎ労働者は、その多くが低賃金と劣悪な労働条件で搾取されてきた。しかし、意識の向上した新世代の若年層は、農村部における経済振興や労働環境改善の恩恵を受け、新たな出稼ぎを忌避する傾向が増加した。中国全体の労働市場は労働力過剰かつ失業増であるが、出稼ぎ労働者の減少は、沿岸地域の労働集約的工場にたいし操業減少と賃金上昇をもたらした。外資企業への影響は、より低賃金の内陸部への移転か、より高付加価値の生産への転換が必須となり、事業の重点は輸出加工生産から国内市場の開拓に移行する。 中国政府は、2007年に個人の土地利用権を保障する物権法を施行し、労働契約法と企業所得税法を大幅に改定する予定である。物権法は、特に農村部における農民の土地利用を保障し、官僚の土地収奪を防ぎ過剰な土地開発を抑制する。新労働契約法は、労働者の権益保護と待遇改善を強化し、企業の雇用遵守義務を厳格に規定する。企業所得税法は、外資優遇税制を廃止し、中国企業の課税水準である25%に統一する。これらの新しい施策は、中国企業の育成と産業の高度化および労働分配率の向上を意図した長期的視野に基づいている。日系企業は、新たな外資政策と新たな労働政策への対応と国内市場の開拓への戦略転換を迫られている。 外資企業にとり今後の国内事業の経営に必須なことは中国社員にたいする人材戦略である。特に日系企業は、明確な企業理念を伝達して企業の印象評価を高め、中国人社員の受容度を高めるため、人材の育成をする必要がある。日本の優秀企業は、人材育成への投資と業績評価を長期安定雇用の下で実践しており、目標設定と業績評価および人事考課による昇格・昇給は有効な人事戦略となっている。それらは個人として自立した中国人の価値観に適合している。日系企業は、人材重視の経営により優位性を維持することができる。中国事業を新たな成功に導く鍵は、長期安定雇用の特徴を生かした人材育成への投資と業績評価による昇格・昇進を実施することにある。 |

| 抄録 | Migrant workers have contributed to the high growth of Chinese economy, while being exploited extensively. But a new generation of younger workers have avoided hard migratory work, as economic aid has increased in farming regions. This has caused a shortage of labor and increase in wages in coastal industrial regions. The low cost manufacturing for export has revealed its limitation, while the domestic market was expanded. Foreign affiliates needed to relocate to less costly inland areas or to add higher value on their products. The Chinese government has promulgated various new laws to address these problems. A new property rights law is intended to protect the rights of land usage for farmers. A new labor contract law intends to protect the rights of workers and obligate companies to provide employment contracts. Corporate tax is to be consolidated to the domestic rate of 25%, and tax benefit for foreign firms is to obe reduced selectively. These new measures are aimed at aiding domestic firms, advancing the industry and expanding the share by labor. To develop the domestic market foreign firms require the talent of Chinese employees. Japanese affiliates need to explicitly convey their corporate philosophy and attract capable Chinese staff. Many excellent Japanese corporations practice intense training, parformance evaluation, promotion and salary raises while providing stable employment. These practices meet the expectations of independent minded Chinese workers, and if well implemented by Japanese affiliates, can contribute to the success of domestic business in the new business environment. |
