| 内容記述 | 現在、欧米や日本の企業は労働集約的な業務や高度な技術を要する業務を、賃金の低い海外に移管しつつある。いわゆるオフショア・ビジネスである。オフショア・ビジネスはコストを抑えること目的としている。多くの企業がオフショア開発やコールセンターを中国、インド、ベトナムに移管している。これらの国のオフショアリングを専門とする企業は技術的に優れた人材や適正な要因を雇用して成長している。同時に各種の施設やICTなどの情報基盤が整ったソフトウェアパークを設置して、海外企業の誘致を進めている。しかしオフショア開発は技術や固有の業務機能の伝達において、文化的な違いやコミュニケーションの不具合によって問題が発生している。またセキュリティや知的財産権の侵害も発生している。ベトナムはオフショア・ビジネスの新しい基盤としてソフトウェアパークなどの施設を拡充・発展させている。ベトナムは現在人口が約8400万人であり、10年後には日本の人口を追い越すだろうと予想される。ベトナムでは企業、大学、行政が一体となって高度情報技術者の育成を行っている。当論文でベトナムの若い人材を活用するオフショア開発の現状と今後の成長性について考察する。 Enterprises in Europe, America and Japan are accelerating the transfer of many labor-intensive and advanced technology businesses to other countries. This is known as offshore business. The primary objective of offshore business is to reduce costs. Many call centers and certain development centers have been transferred mainly to China and more recently to India or Vietnam. Local enterprises in these countries are making efforts to expand offshore businesses by providing low-cost labor and training of professionals. New industrial parks are added with advanced ICT and well-designed infrastructure. On the other hand management of the increasing offshore businesses faces the issue of cross-cultural communication in business. In addition, the violation and abuse of the protection of intellectual property are increasing the business risk. Vietnam is seen to be increasing its potential as the new base of offshore business. Its population of 84 million is expected to surpass that of Japan by 2020. Local enterprises, universities and the government are cooperating together to train advanced information engineers. In this paper, current status of offshore business in Vietnam is analyzed and the issues and potential for future growth are discussed. |
